Parks Canada Agency - Prince Albert National Park Letter of Response to the Waskesiu Community Council regarding the question about cottage leaseholders connecting to deep water and sewer infrastructure in Waskesiu. 2023 Waskesiu Potable Water Report - Commentary: 1. Parks Canada routinely monitors drinking water quality to make sure it is within the guidelines set by Health Canada, including quarterly monitoring of trihalomethane (THM) levels. As part of its water treatment process, Parks Canada uses chlorine. Chlorine is an effective disinfectant but can react with organic compounds in the water to produce a by-product on the surface called THM’s. Their levels vary from year to year. The benefits of disinfection outweigh the risks of current THM levels and untreated water. Drinking water that has 0.1 mg/l has a 1 in 1,000,000 carcinogenic risk based on someone consuming 1.5 litres every day for 70 years. Residents and visitors to Waskesiu can reduce or eliminate THM in their drinking water by: 1. Keeping water uncovered overnight 2. Boiling it 3. Filtering it with activated carbon filters. 2 . There was also determined to be non-compliance in the frequency of chlorine residual tests in the distribution system. In 2023 Parks Canada did fewer tests on the distribution system than called for in the guidelines, however the chlorine levels are tested constantly at the plant. Parks Canada dramatically increased the number of BacT tests throughout the system (as noted in the report), ensuring the safety of drinking water. Parks Canada has a plan in place to be compliant with all testing requirements for 2024. CLICK HERE to read the latest update on the water quality in Waskesiu. Please place such items (clean and rinsed) in the designated bins located throughout the townsite. Residents are asked NOT to place any face masks or rubber/latex gloves in the recycling bins. These items are a health hazard for waste management workers and potentially contaminate large volumes of recyclable material. He loved sports of every kind, including golf. Little Al was well known for his love of people – sharing a laugh and bringing light to all those around him. He could often be seen puttering around Waskesiu in his van - also nicknamed ‘Little Al’ - seeking out fun and new adventures around every corner. Alan’s journey of 22 years took an unexpected turn when he was diagnosed, in May of 2011, with Leukemia. His courage and optimism never left him as he faced treatment and hospitalization, though his time in this life came to an end on February 10, 2012. In honour of Alan’s incredible spirit, his love of all physical activity, and his passion for people, the Waskesiu Recreation Association was proud to name our mini golf course “Little AL’s Mini Golf” when it opened in July of 2018. This review was undertaken in the context of significant budget cuts in Parks Canada and large federal deficits. The Waskesiu community established a six-member committee, with six alternates, to negotiate the future administration of the townsite. Parks Canada appeared intent to devolve some of its management authority to the community level in return for increased financial participation by the community. The goal was to make the community self-sufficient financially. The Committee became known as the Waskesiu Interim Community Council. The negotiations, which were slow and sometimes difficult, lasted for more than two years. The Committee took the position that it would not accept responsibility without authority to make decisions. Therefore, the task became one of finding ways to provide the community with meaningful input into decisions affecting the village without impinging on the authority of the Minister under the National Parks Act. The final product, agreed upon in 1997, but not signed until 2002, was a Memorandum of Understanding (MOU) that, for all intents and purposes was implemented upon agreement. The first Council elections were held in August, 1997. The MOU details the mandate of the Council, election procedures, a dispute resolution mechanism, funding mechanisms, and the relationships of the Council to Parks Canada at all levels. The MOU essentially provides for a quasi-municipal structure with some major differences. In particular, the Council has no taxation or levying authority, thereby limiting its ability to undertake community projects. However, the Council is very much involved in setting budgets for utilities. The MOU should be viewed as a Work in Progress to be amended and improved, as required to meet the needs of the community and the Park. The Council is increasingly recognized as the voice of the community. Council Documents Documents pertaining to the Waskesiu Community Association and the Waskesiu Community Council are listed below. The current year and previous two years of Council minutes are available here. If you require a copy of Minutes prior to that, please contact us.
