Parks Canada Welcomes New Managers - Messages from the Superintendent


I am very pleased to welcome Terrence (Terry) Schneider to the Northern Prairies Field Unit of Parks Canada as our new Townsite/Realty Manager. Terry was born in Swift Current and grew up in Cabri, Saskatchewan. He obtained a Bachelor of Commerce degree from the University of Saskatchewan in 1988.

Since that time he has worked in the municipal goverance field in Alberta. He was in an assistant role in the Towns of Falher and Provost from 1989 to 1993 before moving to the Town of Coronation where he was Chief Administrative Officer from 1994 to 2001. For the past five years he has been the CAO in Bow Island. He has also played an active role in the Alberta Local Government Administration Association.

During this time, Terry worked closely with the various community Councils with respect to operational and capital budgets, community planning, economic development initiatives, grant applications, and infrastructure uprgrading. He played the role of development officer in these communities and is looking forward to applying this experience in administering the realty and development control function in Waskesiu, and to work with staff and community members to have the community move forward in a positive fashion.

Away from work, Terry has umpired baseball for 20+ years and has worked at several national championships as an umpire. He has also referreed hockey for the same length of time and enjoys the exercise, comradary and sportsmanship offered by these activities.

Terry enjoys golfing, and being active with his family. Terry is married to Sonia and they have three children, Calvin (9), Kendall (7), Kyle (7). The whole family is involved in sport activities or childrens clubs and enjoy social activities. They're looking forward to life in Prince Alberta National Park as the family likes the beach, swimming and camping.

Terry advises me that he has appreciated the warm reception since his arrival in the park late last week, and that he is looking forward to contributing the work of the Parks Canada team. If you see him around, please take time to stop and introduce yourself.

I am very pleased to welcome Maria St. Laurent as the new Finance and Administration Manager for the Northern Prairies Field Unit.

Maria recently moved from Halifax, Nova Scotia to Waskesiu Lake with her husband, RCMP Constable David St. Laurent in August 2006. Maria attended Dalhousie University (Halifax, NS) and completed a Bachelor of Commerce with a major in Accounting.

After university, Maria was hired by ExxonMobil Canada Properties (Sable
Project) and worked at various positions to expand on her knowledge and skills in the Accounting field. Starting in the Drilling Department, Maria completed cost analysis of projects and worked closely with large drilling contracts. Maria then worked as the Revenue and Royalty Analyst, which involved reporting revenues to the Finance Department for stock market updates and forecasting royalty payments to the Nova Scotia Government.

In her latest position, Maria was the Financial Analyst for the Imperial Oil Dartmouth Refinery. This provided the opportunity to take a more senior position, auditing other business units and completing fixed asset reviews while completing the Certified Managerial Accounting (CMA) program with honours.

Maria brings strong skills in accounting and comptrollership to the Management team as well as a collegial and positive approach to teamwork. She started work today in Waskesiu - if you see her around, please take time to stop and introduce yourself.

Rescue Fescue - Rare Grassland Restoration Underway
Parks Canada is working hard to restore rare rough fescue grasslands. Strategies include:
- developing a plan to manage the rare rough fescue grasslands
- burning the Sugar Creek area to support expansion of the grasslands
- providing hands on opportunities for the public to explore the grasslands

Waskesiu Drive Construction - underway
Parks Canada is improving access in Waskesiu by recapitalizing a portion of Waskesiu Drive.


Construction concluded in autumn 2006 and paving will be completed in spring 2007.

Wood available for use in the park - First pick up your wood salvage permit
You may have noticed that park staff cut down some dead trees around the townsite area.
This wood may be picked up and utilized within the park. Before picking up the wood, however, you must first pick up your "wood salvage permit", available at the park administration building.

A July lightning strike casued a fire to ignite northwest of Kingsmere Lake.

Fescue Grassland Restoration Underway

PANP is found in an important transitional
zone, where rare plains rough fescue grasslands and aspen parkland meet.
The fescue grasslands are one of the most significant ecological characteristics in the park. The historic range of plains rough fescue has been significantly reduced through cultivation, continuous grazing, and haying activities. A project is underway to restore the rare fescue grasslands.

Automated Pay Machines Installed

It is even easier to purchase your entry permits! Automated pay machines (APMs) are installed at the East Gate and at the Information Centre (near the parking lot).

You can now purchase day permits 24/7. The APMs take cash and credit cards (VISA, MC, AMEX). You can purchase annual passes at the Information Centre during hours of operation. It is not possible to sell annual passes using the APMs because they do not distribute the hang tags.

Commissioner of the Environment Report

Water Levels on the Rise
Prince Albert National Park of Canada, Saskatchewan, September 2005 Waskesiu Lake level as of September 20, 2005 is up to 532.556 metres above sea level (m ASL) from 531.887 m ASL on September 28, 2004. Kingsmere Lake level is 539.089 m ASL, up from 538.601 m ASL last year.

Red Fox in Waskesiu
Prince Albert National Park of Canada, Saskatchewan, September 2005 Several red fox were seen in Waskesiu this year. The fox populations are growing following an outbreak of sarcoptic mange that significantly reduced populations both in the park and in the province over the past few years. Waskesiu River Riffle - Update September 2005
Prince Albert National Park of Canada, Saskatchewan, September 2005 During the Waskesiu River riffle tender process, several contractors expressed concerns about extreme water flow in Waskesiu River. During these discussions, we were advised that considerable costs will be incurred to divert water flow around the riffle construction site. To alleviate these concerns, three logs from each of bays 1, 3, and 4 were removed from Waskesiu River dam and will remain out until prior to construction. The intent is to allow the lake to lower and thus provide an ability to control water flow during construction.

Prior to construction, the logs will be reinstalled to a height of 532.2 in the three bays so that the flow is reduced to a more manageable level. Note: this is the height of these three bays in the dam prior to Monday. Fisheries and Oceans Canada requires a minimum flow of 0.5 cubic metres per second and all attempts will be made to provide this minimum flow during construction.

Waskesiu Lake levels are currently at the highest level since June 1979. Finger docks on the main marina docks are close to being submerged by the water. Note: Ice development at this water level may cause structural damage to this and other infrastructure.

The environmental assessment (EA) is in the final stage of completion. Fisheries and Oceans Canada and Transport Canada (Nav. Waters) are currently reviewing the EA and we anticipate it will be signed by these two parties by September 23, 2005.

The Waskesiu River rifle tender closes on September 27, 2005. Once the tender is awarded, construction of the riffle will begin. For construction to begin, a coffer dam at the height of 532.2 m ASL must be built to hold back water and enable construction. Meanwhile, a minimum flow of .5 cubic metres per second must be diverted around the construction area.

Public Survey on the Quality of Life in Canadian Communities

A national public opinion survey on the Quality of Life in Canadian Communities was recently released. The study was undertaken as an interdepartmental initiative, led by the Cities Secretariat and included broad participation among Government of Canada departments and agencies.

The findings from this survey of 4,200 Canadians establish some important benchmarks with respect to how Canadians view life in the communities in which they reside, and those factors that are seen to contribute most to their quality of life.

The survey was intended to provide some preliminary insights on priorities at the local level for the benefit and edification of policy makers and others tasked with (or interested in) renewing Canadian communities.

Overall, what was discovered? Canadians are generally happy with the quality of life in their communities and believe that their communities "have what it takes" to keep the next generation living and working there. They are also definitely attached to open space, both personal and public. They do have some concerns however, and have a range of nuanced views as to what the issues and priorities are that their communities and governments face.

Park Compliance Program a Success

The park compliance program that began last year is a success! Compliance last summer/fall rose to 81% (up 10%). Compliance over the winter rose to 80% (up 20%).

Park fees apply year round. Revenue is reinvested back into quality services and facilities visitors enjoy. Purchase your valid entry permit at the entry gates and information centre.

Automated permit machines were installed at the East Gate and information centre. Soon you will be able to purchase your valid entry permit 24/7.

Action on the Ground – Ecological Integrity in Canada’s National Parks

This publication highlights many of Parks Canada's successes in managing ecological integrity.

Five years ago, the Panel on the Ecological Integrity of Canada’s National Parks reported that our national parks were under serious threats from a variety of causes. The Government responded to the Panel’s report by providing significant new funding to Parks Canada, in both Budget 2003 and Budget 2005, to enhance and maintain the ecological integrity of national parks. This has helped us to initiate a number of innovative EI projects, and to set new standards for our park management plans. Working together as a team, and with partners, we are achieving positive results.

This publication is one of many efforts to engage Canadians in the work we are doing to conserve, protect and present our shared natural and cultural heritage.

State of the Park Report - Finalized

This report provides a snapshot description of the health of PANP, and where possible, the greater PANP ecosystems.

The EI of each national park will be re-examined every five years, with the state of the park report providing those updates. The state of the park report is a critical precursor to the park management plan review process.

The Prince Albert National Park management planning process is underway.

At the Prince Albert National Park Annual General Meeting held on July 23, 2005, an overview of the park’s management planning process was provided.

In April 2005, the park met with stakeholder groups to discuss the draft-scoping document. Representatives from the stakeholder groups at this meeting expressed concern regarding the length of time the planning process has already taken, the amount of time it could take prior to completion, and their fear that another lengthy consultation would place numerous pressures on the stakeholder groups potentially resulting in a Management Plan that falls short of park needs.

The park management planning team is therefore building on the planning and consultation that took place during the first few years of the planning process.

Using 2003 draft management plan as the core, we are currently writing a new draft – a discussion/consultation paper – that includes the visions and issues identified in the draft scoping document.

The Waskesiu Community Council obtained a copy of this draft. You are invited to review it and provide comments. Please keep in mind as you read this draft that it is only a starting point. The words and layout are currently being updated and fine-tuned. This is only a draft; it is not final.

Next Steps
Once the scoping document is approved, the park intends to bring together representatives from the park’s stakeholders groups together. This group would, over the course of a couple days or meetings, adapt, review, revise and validate the draft management plan.

A second draft management plan would be produced and this would be available for public comment.

While the timeline is not finalized, the park hopes to have the final draft plan distributed and posted for public review and comments in December 2005 with the final plan going to Parks Canada’s CEO and the Minister by the summer of 2006.

Park visitation and camping statistics are holding steady. Despite a rainy June, visitation January - July 4 2004 reached 75,176 (down only 2.5% from the same period last year). Campground statistics are also holding steady. 5,429 camper nights were registered (down only 3.3% from the same period last year).

Protecting Trees in Waskesiu - Spray Program 2005 a Success

Cool, wet weather during the spring 2005 provided a second year of ideal growing conditions for white spruce trees and inhibited the growth of spruce budworm. For a third year, Prince Albert National Park protected white spruce trees in the village of Waskesiu by spraying for spruce budworm. The spray was completed June 7 and 10, 2005. This concludes the third year of a three-year spray program.

Protecting trees in Waskesiu by spraying for spruce budworm provided two consecutive years of low defoliation. This means that the trees in Waskesiu are much healthier and able to withstand future years of severe defoliation with only moderate impact.

World Heritage Convention

Kingsmere River Monitoring Update

PANP is monitoring in Kingsmere River as part of the commitment made when the dam was removed. The main purpose of the monitoring is to determine presence or absence of spawning walleye. Monitoring proves that walleye are present in the river and that there is potential to restore the spawning run.

Parks Canada recently announced PANP Superintendent, Mr. Rod Blair, will join Waterton Lakes National Park as the Field Unit Superintendent effective September 2005.

Rod joined Prince Albert National Park in 2003 and has worked hard to build relationships with residents, business owners and visitors to the park. Under Rod's direction and with the support of so many people and organizations, much was accomplished over recent years. There is a lot on the agenda for the coming months. Rod and the park staff are looking forward to working with you and to seeing you this season.

Parks Canada Receives Additional Funding Thanks to Your Support

The budget 2005 recently announced a catch up for Parks Canada assets of $209 million over five years. Following that, $75 million per year will be added to the park budget permanently for assets. The budget included $60 million over five years for ecological integrity and thereafter $15 million per year will be added to the park budget permanently for EI. These positive results are due in large part to your support.

I would like to thank you for supporting Parks Canada. You should be very proud of the results we achieved together. This success is an excellent example of the results we can achieve when we work together and it showcases what is possible when we have your support.

The increased funding means that Parks Canada will be able to protect and present national parks, sites and marine conservation areas as a level that you have come to expect. With this funding, Parks Canada will be able to rehabilitate our visitor facilities and interpretive assets, protect Canada's national historic sites, parks and marine conservation areas, protect the ecological integrity of these special places and complete and maintain the Canadian Register of Historic Places.

This is excellent news for PANP. More details regarding how these resources will be allocated will be made available over time.

Celebrate Sask. Centennial - Contribute to Heritage Tour Brochure

To celebrate Saskatchewan centennial, a heritage walking tour brochure is being created. This is a collaboration among many organizations within Waskesiu. We would like your input in creating this brochure which will be available this summer (and in the future) for people to enjoy.

Contribute pictures, stories or information about the following and other special places/events that you think should be included in the heritage walking tour brochure before February 4, 2005 via email carla.flaman@pc.gc.ca.

The brochure will highlight early Waskesiu and the park between about 1925 and 1935. It may include special places in Waskesiu and throughout the park, for example:

  • Waskesiu Community Hall, Sup's residence, South Gate registration kiosk
  • Former warden headquarters (currently Friends of the Park)
  • Cottage subdivisions and Clare Beach subdivision

Parks Canada and Union Sign Collective Agreement

On December 21, 2004, the new collective agreement between Parks Canada Agency and unionized employees was signed by the Agency and the Public Service Alliance of Canada (PSAC) bargaining teams. With that signature, we entered into a new four-year accord that CEO Alan Latourelle believes is good for all concerned: Parks Canada employees, Parks Canada, Canada’s tourism industry, national park and national historic site communities, Canadians and international visitors.

The signing of the agreement marks a new beginning for Parks Canada, in which we will continue addressing the concerns raised by employees in the 2003 survey and focus on the future.

New Improvements in Prince Albert National Park

Prince Albert National Park is a four-season destination with a wide variety of services and visitor opportunities. Entry fees apply year round and go towards services visitors enjoy. In 2004, camping and entry revenue was invested into things like building boat launch at the main marina, improving campground facilities, etc.

Remember to purchase a valid entry permit from the Information Centre (open 24/7) or the self-registration stations (at the Information Centre and South Gate Kiosk). Vehicles without a valid entry permit may receive a violation notice. If you receive a violation, please proceed to the park Information Center to purchase a valid entry permit or purchase one from the self-registration stations at the Information Centre or South Gate Kiosk. Park fees are set nationally; the Park cannot arbitrarily decide change fee amounts nor can it decide not to charge fees.

Compliance programs similar to the one conducted in Prince Albert National Park have been conducted in other national parks with success.

In the coming months it will be even easier to purchase a valid entry permit. An automated pay machine, similar to ones found in city parking lots, will be installed at the East Gate.

The compliance program and automated pay machine help the park collect revenue that is currently lost. This enables the park to reinvest more revenue into services and facilities visitors enjoy.

Waskesiu River Update - Next Steps

An environmental assessment conducted by an independent consultant is underway and involves Fisheries and Oceans Canada. CanNorth Environmental Services Ltd, the company building the riffle, recently released the Environmental Screening Report for the proposed riffle that indicates the impact from this project on the environment is expected to be minimal and mitigable.

An open house was held to give the public an opportunity to:
1) Gather information about the proposed riffle weir, ask questions, share your comments
2) Talk with representatives from Prince Albert National Park, CanNorth Environmental Services Inc., Water Resource Consultants Inc., Fisheries and Oceans Canada

To date, the height of the dam was increased on four occasions (August 31, September 3, September 5, and September 14 for a total of 6 inches), plus the initial three inches that were added this spring before reaching the natural outflow level. Water storage will now be monitored in Waskesiu Lake.

PANP and Fisheries and Oceans Canada met October 6 to discuss next steps regarding the Waskesiu River dam and riffle. It appears that PANP should have allowed water to flow through more than one bay.

As a result of the federal election call announced on May 23 and the subsequent dissolution of Parliament, the proposed fees will not be approved for this visitor season and will now be tabled during the fall session of Parliament.
